is this legit did benchmade give the rights to Bic

  I believe the bone collector phrase belongs to M. Waddell and Benchmade was licensed to make the knives with his logo. So that BC lighter is not affiliated with BM.

  Correct. The Bone Collector brand is licensed by Benchmade to produce their knives, but they have their other licensees too.
